Corruption risk is high in Uganda’s defence sector, where overclassification and secrecy are rife. As a result, transparency is limited, particularly in policy-making and procurement, while external oversight is weak, including in financial management. While standards are more robust in defence personnel management, a lack of anti-corruption safeguards on operations is a key issue.
